This has to do with a Federal Law stating that if Social Security makes money from its investments then that money must be used to buy Government Securities. Government Securities are Debt of the Government. Clinton not only used excess money from Social Security but opened the "Lock Box". He just transferred funds from Social Security to buy Government Securities making it appear that a Surplus of money was left over when in actuality there was not.
So let us hope that Obama does not do what Clinton did. Besides Obama is spending so much money on givining away "Free Stuff" he has spent more than we bring in. That is Okay though, with the AHCA (Affordable Health Care Act), we ALL will be paying more in Taxes.
