That would have been in 1933. Ohio eventually established a drinking age of 21 in 1987. This was after raising the age to 18 in 1935 and later to 19 in 1982.

If an American is old enough to vote and get married than should they not be allowed to drink? Not every teenager is an irresponsible out of control hellraiser, unless of course that was the example set for then by their parents.
