I think it should always be legal and this is why, If a women cannot care for a child appropriately, she should not have it end of disscussion. And adopting out more children, when so many are not taken care of as it is, is ridiculous. Babies shouldn't have babies, women who do not want babies should not have babies, women who are raped should not have babies.
