There should never be a law that forces a woman to have a child that is unwanted or unable to be cared for. In pregnancy there is unknown dangers to the mother the entire time. No one can absolutely say everything will turn out fine. I would hate to be in a state that thought they knew what is best for a woman. I was considered healthy and almost died having my two children. There is way to many circumstances that can happen and no one should have a right to decide something so personal for someone else. Ever. I do believe it should be done at the earliest stage possible to not risk the fetus having developed pain receptors.
