PRIVATIZATION BANKING BUSINESS, FIRST 100% PRIVATE OWNED BANK IS LICENSED IN COMMUNIST VIETNAM HSBC and Standard Chartered Bank have won approval from the State Bank of Vietnam to become the first foreign banks to open their wholly owned entities in the communist country, the bank said Tuesday. The licenses will be handed over to the two banks later Tuesday in the presence of British Prince Andrew, who is on a five-day visit to the country, the state bank said on its Web site. HSBC Vietnam, to be headquartered in southern commercial hub of Ho Chi Minh City, will have legal capital of US$183 million while Standard Chartered's unit, to be based in Hanoi, will have legal capital of US$61 million, it said. The banks can start their Vietnam operations within 12 months, it said. "HSBC and Standard Chartered will be the first foreign banks to open wholly owned units in Vietnam," the state bank said "This is a clear signal reflecting Vietnam's strong commitments to WTO." Under commitments to join World Trade Organization last year, Vietnam promised to open its service sector to foreign competitors. "We aim to start operating through our new local entity as early as possible," Thomas Tobin, CEO of HSBC in Vietnam said in a statement. "We hope to become the first foreign bank to operate a fully owned local entity in the fast-growing Vietnamese banking sector and look forward to opening a new chapter in HSBC's history in Vietnam," he said. The meeting, held alongside with a three-day exhibition-cum-seminar on nuclear power technologies of Japan, a leading country in nuclear power development, aimed to help Ninh Thuan residents understand more about nuclear power towards public consensus on construction of the country’s first nuclear power plant. The event is jointly organised by Ninh Thuan provincial People’s Committee, the Vietnam Nuclear Energy Institute, the Electricity of Vietnam, the Japan External Trade Promotion Organisation and the Japan Forum for Nuclear Energy Industry. At the meeting, Vietnamese officials and Japanese experts introduced the latest nuclear power technologies, and the preeminence of nuclear power plants in ensuring energy security. FOREIGN PARTNERS MAY GET STAKE IN FIRST VIETNAM'S REFINERY. URL: http://www.thanhniennews.com/business/... The state-run Vietnam National Oil and Gas Group (PetroVietnam) has proposed that foreign partners be allowed to purchase stakes in the country’s first oil refinery, Thanh Nien Daily has learnt. “Some foreign companies have showed their interest in it (buying a stake),” said Nguyen Ngoc Su, deputy general director of PetroVietnam, the main investor in the Dung Quat Oil Refinery. "Prime Minister Nguyen Tan Dung has agreed in principle on the sale proposal and is allowing us to proceed," Chairman Dinh La Thang said after a conference in Hanoi Tuesday. He told Thanh Nien Daily that Royal Dutch Shell, India’s Essar oil, and Russian oil firms Zarubezhneft and Rosneft are interested in purchasing stakes in the refinery that is being constructed in the central province of Quang Ngai. According to the proposal, foreign partners can supply crude oil to the refinery or get involved in upgrading and expanding it, Su said, adding that they can hold up to 49 percent of the stake in the project. Capitalized at US$2.5 billion, the country’s first oil refinery, with the capacity to refine 6.5 million tons of crude oil annually, is scheduled to commence operations in February 2009. PetroVietnam has recently proposed that the government raise the refinery’s capacity to 10 million tons per year. When fully operational, Dung Quat would supply more than 40 percent of the consumption in Vietnam, which has a population of 86.5 million people and more than 20 million motorbikes, according to Reuters. Demand for refined oil products is expected to grow 13-15 percent annually by 2010. Vietnam, while exporting crude oil, has to import all refined oil products for domestic use because it does not have an oil refinery yet. The country spent $9.1 billion on importing 9.6 million tons of petroleum products in the first eight months of this year; a yearon-year increase of 94.3 percent in value and 13.7 percent in volume, according to the General Statistics Office.
