The United Nations Development Program (UNDP) will provide US$2 million in support for Vietnam to work out a socioeconomic development strategy for the next decade. The two-and-a-half year project, signed in Hanoi Wednesday by the UNDP and the government of Vietnam, aims to assist the Ministry of Planning and Investment’s Development Strategy Institute (DSI) in conducting necessary research and learning from international experiences. As part of the joint cooperation plan between UNDP and the Vietnamese government, the project is the second of its kind financed by the UN body after the first designed for the 2001-2010 period. Speaking at the signing ceremony, DSI Director Ngo Doan Vinh pledged to carry out the project effectively. He expressed hope that the strategy will involve valuable reforms and the brainpower of many people. TATA STEEL TO BUILD $5 B VIETNAM PLANT

India’s largest steel maker, Tata Steel has signed a $5 billion joint venture investment agreement in Vietnam to set up an integrated steel complex with 4.5 million tonne capacity. Tata Steel will own 65 per cent stake in the joint venture, while Vietnam Steel Corporation gets 30 per cent and the remaining 5 per cent goes to Vietnam Cement Industries. Both these companies are state-owned firms. Vietnam Steel is Vietnam's largest steel company and currently produces around 5 million tonne steel per annum. The integrated steel plant, which will be set up in Vung Ang Economic Zone in Ha Tinh province, will be built in three phases. In the first phase, a cold rolling mill will be commissioned by the end of 2010, Tata Steel said in a statement. The move is part of an effort by many Indian companies to secure supplies of raw materials overseas, as a booming economy makes these appear a scarce resource at home. The agreement enables Tata Steel to pick a 30 per cent stake in Thach Khe Iron Ore Joint Stock Company, which would undertake mining in the Thach Khe iron ore mine. “After wining Corus, Tatas are scouting for raw material assets across the world. The investment in Vietnam was discussed and almost finalised last year. Their acquisition in iron ore mine is part of their long-term strategy to have enough raw material reserves,” said an investment banker, close to Tata Group. Dau Van Hung, President of Vietnam Steel Corporation, Nguyen Ngoc Anh of Vietnam Cement Industries Corporation and B Muthuraman, Managing Director of Tata Steel signed the joint venture agreement at in Hanoi. Speaking at a press briefing Wednesday celebrating the one year anniversary of his post in Vietnam, Michalak told reporters that marked progress has been made in advancing the areas of investment, climate change, education and human rights. The US and Vietnam are trying to set a time for the first negotiation session on a bilateral investment treaty, perhaps in September or October, he said, adding that the prospective treaty will bring about greater legal protection and help Vietnam lure more investment. The US will also continue to help Vietnam detoxify areas affected by Agent Orange and clear unexploded ordnance remaining from the war. The ambassador confirms his country has established a US$3 million fund to help Vietnam address environmental repercussions of dioxin-affected locations. The two countries have also agreed to create a working group on the climate change issue, Michalak said, as the southern Mekong Delta region is expected to be affected by consequences of potential climate change. In terms of healthcare cooperation, the US will expand the implementation of its President's Emergency Plan for AIDS Relief (PEPFAR) to seven or eight Vietnamese provinces from the current six. The two countries will also set up a bilateral taskforce to expand education cooperation to help more Vietnamese come to study in the states, Michalak said. Vietnamese Prime Minister Nguyen Tan Dung had signed a memorandum of understanding on the taskforce's establishment during his US visit in June. During his term in Vietnam, the ambassador will place priorities on developing bilateral economic and trade ties, boosting educational cooperation, and improving human rights issues, the ambassador said. HSBC pledged to spend around US$28.6 million on developing automatic banking services including normal ATM machines and ATMs that allow clients to deposit. It was also reported that 32 banks provided ATM cards last year. Some 8.3 million cards have been issued in Viet Nam. Last year, 4,300 new ATMs were installed as well as 23,000 new points of sale that allow cards payments. HSBC is the first foreign bank to set up a wholly foreign-owned subsidiary in Viet Nam in line with the country’s commitments to the World Trade Organization and is the first foreign bank to issue certificates for dollar deposits in Viet Nam.
