This country is built by Puritans and Quaker and they are still against prostitution (well except the countryside of Nevada) for nearly 200 years WITHOUT SUCCESS. Do I care if the rich goes to a whore and spend 1000 per hour? Nope. Besides can the law find out all the cases and prosecute them? Nope. America has more urgent things to do. Same as VN, they should have special places for whores and Johns. The women/men would be protected and pay some tax/medical check ups. The pimps have no place to exploit.
