Each eligible foreigner is permitted to own only one apartment in Vietnam as from January 1, 2009, the Ministry of Construction said Monday...

private owner ship for real estate and lands are not permitted in VN.
It is a communite contry, all lands and realestated are owned by the gorvernment.
they only autorized for "permitted to use"

that's the exact translation of the title of the red book certificate.

Very good point, the real estate business in communist Vietnam is exactly the same as selling and buying "sky duck", that means both buyer and seller do not actually have their hands touching on anything, but money running from one's pocket to another!

This is the rule number 1 for those living in communist Vietnam:

When money's in your pocket, it's yours

When money's out of your pocket, it's not yours anymore

In VN nowadays, very few or non people you can trust on, especially the PVC members are the most busturds who have zero credits
