The fact is Khmer Rouge started its skirmishes into Southern provinces of Vietnam as soon as they took over Cambodia and the killing of Vietnamese were as brutal as the killing fields but Vietcong could not retaliate. Why? Because Vietcong sided with Soviet Union and betrayed red China so they had to wait until they signed a security treaty with Soviet Union before they could take care of Khmer Rouge.
Had Vietcong leadership took a neutral stand in relation to Soviet Union and red China conflict, they would be able to take care of Khmer Rouge sooner and China would not invade Vietnam to teach Vietcong a lesson and Hoang Van Hoan wouldn't have to be a Vietcong traitor.
Don't be deterred by me to express your view whichever way you wish. I could see that you are a youngster with limited knowledge of Vietnamese history and language so I offer some assistances. When you call someone Nguy, and you do not know the absurdity of your usage of the word, it exposes your limited knowledge.
As for your question about the word Wei, go back to my post or do your own research. I am sure you will find out and hopefully you might learn something useful.
