Venezuela retrocede en sus niveles de gobernabilidad según estudio del Banco Mundial

El Banco Mundial advirtió que Venezuela no ha mejorado en sus niveles de gobernabilidad, mientras que países como Chile, Uruguay y Costa Rica están casi a la par de naciones ricas.



Estas conclusiones fueron parte del estudio "Indicadores de la Gobernabilidad en el Ámbito Mundial 1996-2006", en el que el ente internacional indicó que esos países emergentes están mejor posicionados que algunos industrializados como Grecia e Italia.



"La situación en América Latina es muy variada", dijo Daniel Kaufmann, coautor del estudio y director de Programas Mundiales en el Instituto del Banco Mundial. "Hubo una cierta mejora reciente en gobernabilidad en países como Guatemala. Chile está mucho mejor, lo mismo para Uruguay y Costa Rica. Por otro lado Venezuela está peor", agregó.



Las variables analizadas incluyen libertad de expresión y participación de los ciudadanos en la vida pública, rendición de cuentas, estabilidad política y ausencia de violencia.

Venezuela comprará bonos bolivianos por 100 millones de dólares
Fuentes oficiales informaron que Venezuela cerrará antes de finalizar el 2007 una operación de compra de bonos bolivianos, por un monto de 100 millones de dólares.
Señaló el ministro de Finanzas, Rodrigo Cabezas, que "antes de que termine el mes de julio, tendremos que estar ejecutando la operación por un lapso de dos años". Explicó el titular del despacho de Finanzas que el acuerdo se negoció con el ministro de Hacienda de Bolivia, Luis Alberto Arce.
En una nota de prensa el Ministerio de Finanzas indicó que los 100 millones de dólares servirán para atenuar "los desastres ocasionados por el fenómeno El Niño, pagar el 50% de las refinerías a la brasileña Petrobras y realizar algunas inversiones en empresas mineras nacionalizadas recientemente".

Los vecinos de los barrios La Revancha, Casiano Lossada y Luis Ángel García, pertenecientes a la parroquia Antonio Borjas Romero de Maracaibo, cerraron ayer ambos sentidos del corredor vial Jesús Enrique Lossada, como medida de protesta para exigir mejoras de los servicios públicos dentro de las comunidades.

Asfalto para las calles, funcionamiento del servicio de gas, y del aseo urbano, así como el implemento de patrullaje policial en estos sectores, son las peticiones de los vecinos.

“La única vía de acceso hacia los barrios está en pésima condiciones, pagamos aseo y gas y no disfrutamos de estos servicios. Desde el golpe petrolero no tenemos gas y desde el año pasado no contamos con el Imau”, expresó Feliciano Peña, tesorero del consejo comunal de La Revancha.

Peña solicitó también la colocación de un semáforo en la avenida que conduce hacia La Concepción, justo en la entrada del barrio, por los constantes accidentes de tránsitos y la cantidad de personas arrolladas.

Francia Monsalve, habitante de “Casiano Lossada”, pidió una respuesta inmediata al problema del servicio de gas, pues argumentó que además de pagar la factura, cada ocho días compra una bombona para poder cocinar.

Bárbara Suárez, habitante de La Revancha hizo un llamado a los organismos del estado,“les pido que se acuerden de los barrios del oeste de la ciudad porque nos tienen olvidados. Nosotros no tenemos nada y vivimos ignorados”.

I read a report on north america today whoa really freak.most publics service are on the ruin.roads ,brigeds,school,hospital,publi cs service all on the ruin ,so where does all the money go??? now in venezuela chavez came into power by the vote of his people and found a country on the ruin we are making a new venezuela for all of us.

Simple, buy a ticket and go, you will not have any problems. You will land aroung 1000pm and need to get on a cab to go to Caracas. They will take dollars and the prices vary, so you do need to hagle a bit. At that time at night, I recommend you ask the cabbie to take you to Petare (no translation). It is a beautiful neighborhood and at that time at night is very active.

You can also try some of the closest sub-divisions like the Jose Felix Ribas neighborhood or La Bombilla. Make sure you go unarmed. As people have responded to you, you can carry a gun down there but you will need a permit. Nevertheless in this neighbordhood you will be fine. Anyway once you get there just walk around a bit and try to find a nice hotel, or better yet, a pension.

Next day, you can just go to any person on the street and ask for the closest government office. I am sure they can direct you from there.

I all fairness, no one has really done anything to help you. Here my advice:

I say you just go. Make a reservation and go. Let me give you a few pointers:

- Make your reservation thru Houston, Miami and NYC are usually very congested and tickets are more expensive. Caracas is your destination. You will be arriving at around 11pm.

- Before you travel, make sure that you buy at least 12 bottles of Buchanans special reserve 18 year old. Depeding on who you find when you get there, you may need to show your appreciation by giving a small token, don't worry, you will know when to use them. This token in particular is highly desired.

- Once you get to "Maiquetia", the airport is called International Simon Bolivar but everyone calls it Maiquetia. Anyway, when you get there, just make sure you get your bearings quick. Most people will understand english but will not speak it. In any event, you will be able to easy make it to the taxi line.

- Once in the taxi line, make sure you get your cameras out of the bags. You may want to snap a few ones on the way to Caracas, the little lights on the mountains are actual neighborhoods. Some are really nice. Don't try to explain too much to the cabbie regarding the address where you're going (more on that below), just try to agree on a fair price.

- You can tell cabbie to drop you off in Petare. There are many neighborhoods between the airport and Petare, but in order to get to this one, you will need to go through the entire valley and city.

- Even at that time at night, Petare will have a lot of traffic and a lot of people around. It is a nice neighborhood. I think, in fact, that Sean Penn and Kevin Spacey may have actually visited there first. Not sure. Anyway, make sure to ask the cabbie to drop you off in the "redoma". Now from here you have a few options: You can walk to the Jose Felix Rivas barrio (neighborhood) or you can take another short ride to La Bombilla, another favorite. PLEASE make sure you go there unarmed. As some people adviced, it is not a good idea to carry a weapon, and if you don't have a permit, well, who knows, you can get in a lot of trouble as nobody actually does it.

- As for accomodations, I recommend you do a "pension" rather than a hotel. I mean, if you want the real experience. This one may be a bit risky since they are usually first-in first served and I don't think you can make a reservation. In any event, I recommend you walk around towards Jose Felix Rivas barrio, under the "elevado" (you'll see what it is) and take lots of pictures, it is nice. Send them to me to deopoelano@hotmail.com... PLEASE. Oh, one more thing, a lot of people that do this walk end up lost in Bello Monte, just don't go over the first flight of stairs.

- The next day, you need to plan to go to Simon Bolivar's house (yeap, he was THAT small), the panteon (where he rests) and the Bolivar Plaza. You can do this wlaking. Then you should go to Miraflores, to see the place where Chavez governs the country. By the way, while you are there make sure to go over the Llaguno bridge, ask the locals why this bridge is important, take some pictures from the bridge facing down, it's a great shot.

- After this, just find a government office and ask how you can help, they will take care of you.
