Let's say you had a goal, possibly to build your military, but "regular" people thought it was a bad idea. THEN, you fabricated a rumor that your country was vulnerable, and there were BIG, MEAN, Aggressive CAPITALISTS that were PLANNING TO INVADE (when YOU were ready). Sure, you could justify more military expenditures. BUT, if SOMEONE WAS planning to invade, why would they wait for you to plan or ramp-up ANYTHING! It's not as if the resistance level will matter, it would still be a war, and much more and many more of the southern-team will be destroyed. In war, only the arms dealer wins!
