Yes, there has been a great deal of development outside of the city as those who can afford it flee the crime and dirt of Montevideo. Despite efforts to clean up the city and make it safer, the impact has been nominal. When I am in Uruguay, I completely by pass Montevideo en route to Punta del este and Maldonado.
