not when they broadcast so loud you can hear it a mile away,that is just annoying.at the most you can hear church bells a couple of blocks big difference,and besides that we arent a muslim country at least not yet.

IF something infringes on other like loud chants that takes away another persons right to live in peace. These loud speakers shall be prohibited, as they will affect all not just those of Islam. If you play a radio blasting the police will come to tell you to turn if off, why would this be any different. This is a very simple answer, no chants from Muslims in the City Center.
