I would enjoy your leters. If my bed buddy and our sausage exchanges were stopped, I would go crazy. It does get lonely here with just my bed buddy. Being away from my goat and sheep wives are really difficult.

Usually the 20/3 means street number/aprtment number. I don't know why the apartment number is listed separate unless there are three buildings at #20 Filtova st. If you still need help in May when I visit Ukraine I will ask at the local post office. Let me know if you still need help then.

The first number is the apartment block number and the second is the number of the apartment. All Ukrainian cities have the ugly old style Soviet apartment blocks, away from the centre. New more atractive apartment blocks are now being built though.

Don't understand why you have 3 numbers regarding the address, the first number should be the apartment block number and the second should be the apartment number.
You will also need the postal or zip code for Odesa which you should be able to find on the internet.
