Because its Sovereign Capacity is Invested , Vested and Entrusted to the British State to exercise by the Physical Person of the Monarch of England , who is the True Chief of State of Uganda . Therefore , the Uganda State is a Subordinate State to the British State in International Politics , with Restricted Capacity for Foreign Actions on its own .

The Diplomatic advantage of this for Britain is that no other Sovereign State of the World has Rights to deal with Uganda directly without the British O . K , PERMISSION , or CONCURRENCE . And , therefore , this Authorises Britain to organise the Affairs of Uganda in the way that suits best the British National Interests . AMIN GAINS CREDIT

Uganda after Independence 1962

There was no Educational aims for Uganda as a Nation but Uganda to be mantained as a dependedent and to rely on the European Advisors . One can put it crudely that , the Education system was more or else a domenstication system to domensticate Black Ugandans . It is not therefore a surprise that by the then General Idi Amin was and is still Hated in Uganda . All the same , it was this very much hated man Amin who made some reforms in Education ----- in Uganda in order to make Africans to Advise and to depend on themselves .

The following are policy changes Amin made :

1 ) Creation of a Curriculum Centre responsible for the teaching and General / Special Education Materials in all fields . This Centre was created in 1973 . Under which the Learned Societies and Research Institutes carried out the required work to produce the Educational materials . For Uganda Economic Society , Such were one of the two Economic Materials : Banking System in Uganda ; Economics for the Undergraduates ; ( Theory ) ; and Economic and Social History of Uganda 1840 – 1960 .

2 ) Commercial Traininng programmes were changed and accounts were to be kept in one of the two languages : Swahili and English instead of Urdu , Gujurat or Hindi which the Indian - Asian community in Uganda were using to keep their accounts . The training of the Traders was compulsory coupled with practicle work in each shop for the Students of Business Education . Africans were allowed Loan Facilities .

3 ) New Institutions for Commercial , Technical , and Agricultural Training were also created to produce Traders , Technicians ( Builders , Carpenters , Mechanics , and Farmers as well as Teachers / Instructors in order to provide Ugandan ' s needs .

4 ) Five New Universities in Uganda were created in 1972 . These were University of Gulu , University of Soroti / Mbale , University of Mbarara , University of Arua and University of Kasese . This would have helped to produce Uganda 's Manpower needs .. This was a development Strategy to solve the problem of Manpower shortage in future .

5 ) Promotion and strengthening of Educational Institutions . The Higher Learning Institutions such as National Teachers College , Uganda Agricultural Colleges , National Cooperative College - Kigumba , Institute of Public Administration , Institute of Statistics and Applied Economics , The East African ( E.A ) Librarianship , National Institute of Education , Makerere Institute of Social Research , Centre for Continuing Education , School of Fine Arts were strengthened and improved in Uganda .

6 ) Some Secondary Schools were promoted to Higher Schools for the General Education , Ugandan Citizens were recruited as Teaching and Administrative Staff in various Institutions of Learning instead of the so called Expatriates flowing in from outside Uganda – Africa especially only from Britain .

All these changes in the Educattional Institutions were to produce future Citizens of Uganda with Confidence in themselves who would be truelly Masters of their own Destiny .

Administrative Policy

Since 1962 ; when Uganda got its supposedly planned independence by Britain , What was changed were Names or Titles of Jobs and a number of Ministries and of course , the people who took the Colonial Chairs as Head of Departments . But the Black Suit Traditions with a tie for all Heads remained , It was until January 1971 when General Idi Amin took Power as President of Uganda that some thing useful for the people of the Country Uganda began to show up . It was the Administrative Reform Initiative taken as a Political Reform to change the British Colonial Policy laid firmly in Uganda since 1894 . This was and as a Credit to Idi Amin , The Administrative Reforms in Uganda were needed since from 1962 when Uganda became independent of British Rule , The last Administrative Reforms was 1953 – 1955 whereby District Councils were created in 1954 and Ministries and Offices of the Governor General of Uganda were established in 1955 ---- SO ----------

If I were to be critical and so expressing myself likewise I would arrive by drawing a conclusion that the Africans are making a grave error by turning to West / European - White Male / Supremacy or East like today China for any forms of Organisation levels . What we are witnessing now is that the African People are ridding themselves of the Ruling Elite, who have Betrayed and are betraying their People, and who have only been and are kept in Power with the massive Support of the Old Colonial Powers, mainly Britain, France and Belgium, who have and are still contributing heavily with Military Expertise and Weaponry. And not least to the pockets and Foreign Bank Accounts of their African Leaders.

In this way, and by creating a Ruling Class chosen from a favoured group or a Tribe / Clan, who got and get Positions in Power, the former Slave Traders have and still manage to Divide and Rule and ensure that the African People are kept Enslaved in their own Homelands long since the lucrative Slave Trade was Abolished . Idiot, only a handful (say about 200 of theoriginal pre Amin Asians (out of 80k all told..at that time less than 1% of the Uganda's population) went back to Uganda...most to run industry or big business. Rest are some 10k plus who are new to Uganda.

Economy of Uganda can be better but it is miles better than that left by the bloodthirsty Amin, you hero. Radiokatwe is anti-Musoveni. Musoveni overstayed but he achieved a lot in the first 7 years. Amin destroyed in his first seven-eight years.
There are new challenges and corrption is one one of them. In Amin time there was smuggling of coffee etc when Kenya got richer still at Uganda's expense. Thr whole government was a thief so the question of corruption hardly counted. Wise up!

Blutant rubbish reading here ------- Uganda is economically dead country under M7 as being too a Life Presidebt already . But Amin was open to tell people that He was a Life President . Over 800 , 000 North Ugandan people are living in Nazist concentrated camps , which the Mother continent of Africa is witnessing . Millions are dead in one man's " M7 ' s " rule of force over Uganda . What is the difference between Mobutu like todays M7 ?

no hero of mine. Note that mentioned the first seven years of M7 rule. M7 should have retired. however, despite Koni problem...direct result of Obote/Amin power greed did great damage to Uganda. Amin was the worst advertisement of Uganda worldover,except in S Arabia, Libya i suppose.

It was on Tuesday , December 27 , 1985 a Peace Pact Agreement which was reportedly aimed to put an end to the Internal confrontations in Uganda . and was said to have been signed in the Kenyan capital , Nairobi . The Agreement was reported to have been a Peace Agreement for Uganda . It was therefore to have been called the Uganda Peace Pact Package or the Uganda Peace Agreement of 1985 or simply the Nairobi Agreement of 1985 . The text meaning of the so called Uganda Peace Pact / Ageement already had indications available that could enble to formulate broad views on it .
Notable . The problem of Uganda is one of Identity crisis , Legitimacy crisis and the issue of Sovereinty , which is still held by the United Kingdom of Great Britain and Nothern Ireland .
In reality , the so - called Uganda Peace Agreement of 1985 was an Agreement between the Luo / Nilotic people , on the one hand , and the Bantu people , on the other hand , both the Luo / Nilotic people and the Bantu people being from the East Nile / Uganda . Properly stating , the so - called Uganda Peace Agreement of 1985 was a Luo - Bantu Peace Agreement for the East Nile / Uganda .

The Luo interests were represented by Acholi people and the Bantu interests by Ankole people . Lieut - General Tito Okello , an Acholi heading the Luo interests and Mr Yoweri Kaguta Museveni , a Muhima from Ankole heading the Bantu interests . Both signed the Agreement .

To begin with , the aims or objectives of the Moshi Conference, in Tanzania , attended by the 28 groups from the East Nile / Uganda during the period March 23 - 29 , 1979 , under the Chairmanship of Professor Tarsis B . Kabwegyere , a Muiru from Ankole , were .
