A woman in South Korea who tried to pass the written exam for a driver's license with near-daily attempts since April 2005 has finally succeeded on her 950th time.

what an idiot, how can you fail a test almost 1000 times

In my observations of drivers, it would take at least double this number for some to secure a drivers license. Remember, there was the day when a test was not even given...and you are correct, 98.9% of THEM are in Florida.
