I respect and admire this country, but not its tendency of overlooking problems if they are not affecting the “majority” of the country. As a powerful nation, they have an obligation to its citizens (and yes, that includes puertoricans) and to the rest of the world. If the education in Puerto Rico is bad, USA government should take action and help us, because in the long run, is going to affect the whole country and it might “drag it down”. Racism and bigotry just worsen the problems and amplify divisions.

a biased math test would be asking a first grader a question with information that would be taught at a different grade level. so if in puerto rico they teach lets say multiplication at a different grade than in most cities in the united states then the test would be biased since they havent learned it yet. maybe they teach it a different time of the year than when the test was given. such as the county test given in orlando. we were tested on our knowledge of calculus in march and more than half of the questions consisted of techniques we learned in april and may. does that mean we dont meet the standards? no, give the test at the end of the year and compare the results. i guess it all depends on when the test is given and to what age range compared to those in the united states.

As to the educational system in PR being equal to that of the US, I can't say. I would doubt that is universally the case. However:
Friends of mine, students of the Catholic schools in PR who came to the US for university, are today highly succssful professionals here in the US. They include an architecture professor, a principal, lawyers, govt. officials, etc.
Some may have been given a break to get started, then their hard work kept them in the positions.
THe truth is, cream rises to the top. It is a sad state of affairs if people refuse to recognize the "cream of the crop" when it comes with a strong accent or different ethnicity.

Let's give a standing ovation to all those Populares since the 80's who have successfully kept the puertorriquenos dumb and dumber.

Sila gave specific orders to the Education Department not to program English Instruction in all Public Schools...

This was the Blessed Gift of Sila for the Vieques Mess.....In spite of the Internet, Vast Communciations, Cable TV in Schools...the Students of Puerto Rico only know Modeling, Cosmetic Enhancement, Welding for Stolen Cars and Basketweaving...

The Labor Union of the Teachers don't give a crap, all they want is more holidays, pay raises and early retirement...

Sometimes they are absent from school on leave, maternity leave, semnairs and there's no replacements for weeks and months...

This is a cesspool of humanity, Casablanca was a cakewalk next to this hellhole...nobody gives a crap about nothing...

The only thing in life is Liquor Stores, KFC Chicken Boxes and La Comay Show...

Cabron, Maricon, Pendejo, Tu Madre are so common in conversation, it's gets boring....all ages of puertorriquenos use profanity and what an embarassment to see elderly persons using this kind of language to their nietos...

What a disgrace this Island has become...the Nation of Beggars and Iliterates....there's no future on this Island...pack your bags now and save a generation

For your information...all the Math Tests and other Tests were conducted in both languages and the same results....

Not even 20% of the students had acceptable levels of intelligence...

I'm aware that the following won't make anyone feel better, but, NAEP tests do not measure intelligence. They assess language skills and math competency levels of 4th, 8th, and 12th graders.

Huh? You typed "there" for "Their" and "Let just import" Hmmmm, another brain fart or the product of bad critical thinking and learning? I know a Puerto Rican teacher where I live and he has a graduate and post-graduate degrees from universities here in the states. He came from the island and is very well versed and pedagogy.
