The West Sea needs more than a modest deterrent capability considering that it will be used to guard more than a couple of trillion dollars worth of black liquid assets. The P.I. should put up a research facility to eventually build their own ships using technology from other countries. They can do it considering the many talented marine professionals working in the shipbuilding industry.
