If I have said things and I repeat my point about bad politic in which ideas are used by others..
I will give you an example and this also might be an answer for Manny.
Think about countries in which inmigration has become a problem. The idea of bringing investors seems good, but remember not everyone is an investor... sometimes inmigration brings more social problems. I have travelled to more than twenty countries all over the world and diplomatic issues are not (better never), and they do not tell to the rest of the people what is being deal with white gloves.
Think Manny... the problem in Ciudad del ESTE is a good example when I refer to how careful we should be in welcoming everyone, how many inmigrants? which they did suppose to create work.. etc.. the only thing they have done is to create a zone for illegal deals and place for terrorist extremists,. Most of the people who were supposed to travel there, went there to create a massive open arms for the support of world terrorism... If you read the CIA facts from USA you will realize what I am trying to tell here, and I do not want to get into details as it is a very delicate issue to express here.
This is my point of view and to you DRW, remember what happened in BALI?... was not very nice when you open doors to someone and this bring a bloody bomb, isn it?.
The poor situation of Paraguay will not be resolved by opening the doors just to any HOY POLOI.. who goes there.. The inmigrants of CDE are famous as they have sent all the money (millions of US DOllars) away, to their countries.. I will not mention details here.. as I repeat, it is a very delicate situation.
The poor situation of the kids an 40% in Paraguay will change when the country learn to stand against the corrupt politicians who are stealing and selling the rights of Paraguay. The day, the country learn to choose the right people in government there is a chance. Hundred of investors from Europe has travelled to Paraguay trying to help. The Japanese government has given donations for agriculture, BUT HAPPENED .. that the Presidents... just sucked the money..
One of the ex Presidents own a Casino en VEGAS USA, which was supposed to be for a Hospital.
And the good foreigners inmigrants investor which are very few has to be dealing and living in a struggle of the pressure they receive from the Paraguayan politicians who ask them BRIB (coimas)..
I am not closed minded in welcoming foreigners but a very delicate policy in controlling the quality of inmigrants should be take into account.
IF you didnt get my point then I really cant be bothered explaining it further. 90% of your post (above) is not related to what I was saying. I judge you on what you say on this forum and as such your constant contradictions make no other conclusion than what I have said earlier.

How long does it take to Get the esident permit?

I was told that you need to get certification in Paraguay thet it takes 1 year.
Do you know what this certification is?

As to the questions of what is necessary for one to apply for residency (leading to citizenship) in Paraguay, I am amazed at how some of you act as though you "know" and put out information that is incomplete and / or incorrect. Here's what you need in order to apply for residency in Paraguay:

1. Certified Birth Certificates (2 each)
2. Certified Marriage or Marriage and Divorce documents (if applicable).
3. Good conduct certificate, if you are from the United States, it's best to obtain one from your local police or sherrif's office AND one from your State Patrol.
4. You must have a letter from your doctor which states that you have been tested for HIV, what type of test used and the results. It's also preferred that you be tested for all stds. Additionally, the letter must state your general health and all current vaccinations.
5. If you have ever changed your name, you must provide a certified court document verifying this.

These documents must be sent to the embassy for summary translation and notorization.

The days of bribing officials in Paraguay have been gone for several years to obtain residency or citizenship. It's best to hire a facilitator in Paraguay to take you through the process. I haven't seen anyone yet successfully do it on their own.

I can help if anyone wants to get set up to do this.

One more thing, during the process of applying for residency, the Department of Immigration runs your fingerprints, name and stats through INTERPOL.

I love a country which is not overpopulated. Place in which you find a lot of green forest and you can drink a cold drink outside. A olace where you can eat not genetically modified food that creates allergy and asthma.
A place where you can walk without shoes and no ones ever cares.
A place where you can sit and laugh feeling freedom.

Again... I love a not overpopulated country

(and now you can critize me all you want)

Overpopulation is a troublesome measurement in a human society. In an animal grouping, it's quite easy to define; it's the point at which the available resources (including space/privacy) are overwhelmed by the demands of the group, and as a result, some members die off until the group (population) is back below its supportable level.
In humans, however, the situation is never that clear-cut. For one thing, we've developed - ta-da!- transportation, which means that we can (theoretically) either a) leave the area or b) truck resources in. So who's to say when 'overpopulation' comes in? It's almost impossible to use this term without providing a context or a criteria with which to measure it. For example, you might say that New York City is overpopulated for the number of access points into Manhattan. Or, you might say that Mexico City is overpopulated because it cannot transport in enough resources to support its population (not true yet, as far as I know).

These days, the term is usually used to describe an entire ecosystem, and in our case, the only one we got - the Earth (mom Gaia) herself. Some environmentalists, human rights advocates, and other types claim that the Earth is overpopulated or is heading inexorably in that direction. However, there is evidence to the contrary; in some nations, notably European ones which enjoy relative internal security and calm polities, it has been observed that economic pressures have given rise to a 'flattening out' of the population growth curve. Germany, for example, at one point in early 1990s when her economy was flat, achieved ZPG or 'Zero Population Growth.' The hypothesis to explain this was that as people became unable to viably support more children, the average family size shrank to the point required to sustain the population level and no more.

So as humans, perhaps we can remain in harmony wth our 'environment'- it's just that our environment is a bit more subjective than that of the beasts and birds.

THE ONLY THING I KNOW IS THAT I HAVE EXPERIENCED THE LIFE IN OF AN NON OVER POPULATED COUNTRY AND IS FAR MUCH NICER, MORE RELAXED, CLEANER, LESS ALLERGY, LESS NOISE, LESS CRIME COMPARING TO A HUGE OVER POPULATED COUNTRY WHRE THE LACK OF O2 is more INTENSE AND THE NOISE AND CRIME IR HIGHER.
