A laughing stock: Humiliation for India after intelligence bungle wrongly pinpoints Pakistan shopkeepers as likely terror suspects A terror alert a week ago brought back chilling memories of the 26/11 multiple strikes that saw Mumbai coming under siege in 2008. The Intelligence Bureau (IB) input stated that five Lashkar-e-Tayyeba (LeT) operatives, in the age group of 25-30 and armed with fake identity cards, had supposedly sneaked into the country to carry out audacious attacks on several sensitive installations in Maharashtra as well as Gujarat. The tip-off appeared even more credible because colour photographs of the five youths were circulated, though without the details of their identities. Security agencies were predictably in the finger-on-the-trigger mode and the electronic media flashed pictures of the 'deadly' five. On Thursday, however, leading Pakistani newspapers such as Dawn and The Express Tribune took potshots at the Indian security establishment, claiming that two of the men being projected as terrorists were small-time shopkeepers and one a guard in Lahore, and that none of them had ever ventured out of the country. The comedic turn of events suggests that the IB had issued a false alarm. What is worse, the entire exercise threatens to weaken India's case on cross-border terror against Pakistan. But former IB chief Ajit Doval said it would not be right to call the alert a hoax and raised doubts about Pakistan.'What is the guarantee that Pakistan is not telling a lie? There are some parameters of issuing an alert – it is issued after reliable information is gathered. How do you describe a goof-up? It would have been a goofup if there was action or arrest of innocent people. A mere alert is not a goof-up,' Doval said. The alert circulated to various states last Thursday spoke of a terrifying conspiracy in the making. It said the five highly trained men were planning to target the Bhabha Atomic Research Centre, the National Defence Academy in Pune, prominent oil installations in Maharashtra and Gujarat, the Bombay Port Trust, naval installations and even a bridge on the Mumbai-Pune expressway. The IB input also spoke of the five terrorists trying to hire a ferry to attack Mumbai from the sea route akin to the 26/11 modus operandi.

Sources disclosed the move to TOI on Saturday, a day after RAW chief S K Tripathi held a meeting with home minister P Chidambaram on the issue. The bid to fix responsibility in the embarrassing episode comes even as Pakistani media continued to report that it has identified all the five men, whose photographs were issued to various state polices as suspects, who are in India to carry out terror strikes. The Multi Agency Centre (MAC), which coordinates counter-terror intelligence, had on May 6 issued the alert and photographs after RAW had passed them on. Sources said RAW has also introduced a new practice to ensure that all alerts and images are verified and “double checked” before they are passed on to MAC. The photos have been an embarrassment after Pakistani media exposed that of the three suspected terrorists – two are local traders and another works as a security guard in Lahore. On Saturday, Pakistani media reports identified the remaining two too as well. Amjad Ali Khan works at a cellphone shop in Lahore’s Hafeez Centre, while Nadeem Malik runs a cell phone business in the same city. Sources said, Tripathi had explained exact sequence of incidents to Chidambaram on Friday. “No intelligence agency in the world can sit on any intelligence input relating to terrorism and will definitely share with other agencies for further course of action,” said a senior RAW official. Lamenting that the episode has been blown out of proportion, the official said:“In the past, there have been hundreds of inputs, which have been converted into successful detection, but unfortunately no one talks about them.” The official cited that RAW input was flawless in uncovering a terror plot in Delhi, where inputs had led to the arrest of Lashkar terrorist Ahtesham Malik, who was planning a blast at Chandni Chowk. On being asked about what action is being planned, the official said “All the input received from him are being checked and no photograph-based information will be passed on further until a through cross-check is done,” said the official.

The three, however, are present in Lahore, with two of them running businesses and one serving as a security guard at the city’s famed electronics market Hafeez Centre. Terror threat According to a Times of India report, Indian intelligence agencies warned the Mumbai police that five LeT operatives have sneaked into the city and are plotting to attack vital installations, possibly through the sea route. The alert was sent on Sunday along with colour photographs of the five terrorists, all of whom are in the age of group of 25-30 years. Following the warning, police commissioner Arup Patnaik called a high-level meeting on security on Monday to discuss heightening of security at important installations, the TOI quoted sources as saying. A senior police officer who attended the commissioner’s meeting said the central alert declares that the terrorists plan is to “sabotage” key installations close to the coast by “hiring a ferry from the Gateway of India” and “attacking them from the sea.” The terrorists, the officer added, infiltrated the country earlier by land through the borders of Gujarat, Rajasthan and Jammu and Kashmir. They are carrying on them fake Indian identity cards, copies of which have been sent by central intelligence agencies to the Mumbai police. Terrorists or traders The individuals in the photographs, however, are purportedly working at Hafeez Centre and approached the local police station for security after the photographs were released, sources said. The individuals were identified as businessmen Atif Butt and Mehtab Butt, and security guard Baber. They approached the president of the shopping mall’s association, Muhammad Fayyaz Butt, who strongly condemned the “irresponsible and biased attitude of India.” Atif Butt is running a mobile phone business, Sun Mobiles, in shop number 25 at lower ground floor while Mehtab Butt is running a business in the name of Al Hafeez in shop number 26 on the same floor, Fayyaz said while speaking to The Express Tribune late Wednesday night. Baber performs his duties as a security guard at Hafeez Centre, he added. Two of the three individuals do not even have a passport, he said, adding that he will raise the issue at all forums. Criticising Indian authorities for releasing the individuals’ pictures and branding them terrorists, Fayyaz asked the Indian government to apologise immediately.
