The foreign national is agreeing with the papers he/she signs for immigration that he/she *has* someone to support him/her. Not only can the sponsor be forced to pay for bills incurred by the foreign national, but the foreign national can be deported if the citizen is no longer in a position to support him/her. Have you seen the paperwork or all the documents that must be supplied several times over to immigration regarding the financial status of the sponsor and so on? I've seen them. I know several people who have immigrated here, including my good friend's husband (from Mexico). He did it the legal way (imagine that!), as did the others I know. Immigration takes it seriously as to not having to financially support foreign nationals that desire to come here.
