No, you have it exactly right, providing that you know that the 1919 date is only a proposal and not current law (which expires at the end of this year).
Do you have a contact in LT who may know a researcher capable of locating birth certificates and proof of citizenship?
Michael,

I am currently visiting San Diego. Do you have an email contact and I will email you directly.

Michael,

Excuse my potential ignorance, however as per your quote above, you say that it is a proposal and not current law ...

So to clarify ... Currently, as of today's date , if someone's parents, grand or great grandparents left lith. from 1919, that is before 1940, they would not be allowed dual as there is a proposal on the table but it is not law right now.

Is my understanding correct?

Thanks
David

Michael,

If you need a researcher capable of documents necessary for citizenship, you can contact sauliusb77 at gmail.com . Also, very knowledgeable with Jewish archive matters.

Andrew,

They should have informed you, when you gave in the application. It's usually 3 months, but can take up to 6 months.

The LT Embassy people in London should have told you that the correct Embassy to deal with if you are an SA citizen is Tel Aviv (London used to do it as well but no more). I know of a relative who tried through London Embassy some time back and that was the last she heard of her application docs. Best follow up with a call and track papers. Tel Aviv crowd are not the nicest to deal with.
