Excuse my potential ignorance, however as per your quote above, you say that it is a proposal and not current law ...
So to clarify ... Currently, as of today's date , if someone's parents, grand or great grandparents left lith. from 1919, that is before 1940, they would not be allowed dual as there is a proposal on the table but it is not law right now.
Is my understanding correct?

Hi , im currently on a visitors visa in UK from South Africa, I handed my application form into the Lithuanian Embassy in London for my application for Lithuanian citizenship ... im just trying to find out if any one has an idea as to how long it takes for them to reply with an approval etc?

They should have informed you, when you gave in the application. It's usually 3 months, but can take up to 6 months.

The LT Embassy people in London should have told you that the correct Embassy to deal with if you are an SA citizen is Tel Aviv (London used to do it as well but no more). I know of a relative who tried through London Embassy some time back and that was the last she heard of her application docs. Best follow up with a call and track papers. Tel Aviv crowd are not the nicest to deal with.
