Turkmenistan authorities are nervous for failing to garner interest in india's willingness to participate in TAPI project. They are trying with different tactics by offering incentives such as oil production sharing projects . Such production sharing proposals have been offered to almost all western oil giants entering into Turkmenistan for exploring business oppurtunities but not materialised so much as expected. Only a few companies have entered into agreements and some have abandoned after several drill boreholes reported empty and hence not commercial. As such it is not an unique offer for the indian companies as it is being projected. Morever offshore ventures are risky in the sense that russia,azerbaijan, iran, kazakhstan and turkmenistan have not yet reached any agreement about how to share the shelf among themselves. If the shelf bears oil and gas deposits then it might trigger war among these countries.
