yes this is banned and one can complain legally if he/she is treated so....one of my elder brothers friend belongs to OBC but he is like brother for us he comes to our place every day he is more like a part of our family.....may be it happens in some backward areas but every country have there many minor problems and this is also very minor problem here this is not what India known for.
