The best way to approach this problem, is to have something quite similar with Canada. In Canada, each province has the right to have an election. The party or coalition with the most vote, choose the prime minister of the province or its leader become prime minister. We have to do exactly that in Haiti. We should have an election for the departmental assembly where one candidate represent a communal section. For example, if the department has 50 communal sections, there will be 50 delegates. The party with the majority vote would choose the chief delegate or departmental prime minister.
