Of course they are "unable" and very much "unwilling" to do anything. You catch those soldiers who raped and murdered in cold blood and ask them: "why?" and most of them will look at you funny.The most probable answer you will get would be something on the line of: "What do you mean why"? "We are in power now and that is how you ascert your power and let people know who is in charge". "What is wrong with it?" Besides, they know perfectly well nobody will do anything about it. The ICC will do nothing as they have done nothing before. |
