Hello forum,
I have a client in Ecuador that is purchasing a brand new Honda Odyssey from me (I am in the U.S.). His concern is that in order for the vehicle to enter the country the INEN (basically the EPA in Ecuador) has to issue a certificate for the vehicle. They issue the certificate based on EPA information that I am suppossed to provide. I am an Auto Dealer and I'm unaware with the name of the document he is requesting. Hi,
I have lived in the States and in Ecuador for almost half my life. There is a scam to encourage someone to buy a new car and ship it to Ecuador. While you can do that, by no means you can cheat the customs here in Ecuador. There is no bribery allowed and new laws are thougher than in the US for those who try to brive someone. There is no way you can bring a car that is more than the current year of the intended import date. The scam artist makes you pay to bribe customs and the scam artist usually states that he/she works for the gov or is a family member of the President. And guess what? he/she gets your money and your car ends up on hold in customs until you pay all taxes(Lots of money). Just do not buy that fellows!! Well yes, you can still bring your new car and pay all your duties, saying you pay your insurance from point of sale to the door of the receipent there should be no problem and the paperwork is done in about 10 to 15 day to clear your car out. You can then sell your car to anyone. There has been nationals (Ecuador) that are living abroad and want to bring their cars, well, they are allowed. But in the registration there is a note that you are unable to sell your car for about 5 years. Yes, some can go and sell it to some "idiot" that buys it with the note in the registration but end up in jail when they try to register it in their name. The car is also confiscated. Of course there are dealers that import 200k plus cars and end up with a lumpsump of earnings, but that requires to have a legaly stablished company here in Ecuador and pay all your taxes. And please, dont drive to Ecuador unless you join a group of cars and rally or 4x4 enthusiasts that do that for fun since your car will be worthless by the time you drive that much miles and mountains. Ok, and to end with my story, I bought a decent 2002 Lada Niva 4x4 that is neat at about 3,500 dollars (since US dollars is the legal currency and the only one used) here in Ecuador and is working just perfectly. Hi, The INEN (as you stated is simillar to EPA) is a certificate that your client will need to apply for here in the INEN Department in Ecuador. That is, he will need to directly contact them with the paperwork and specs of the car he is buying. The INEN will then analize it and see if it meets safety and pullution requirements for Ecuador. If the car is intended to be driven in The Galapagos Islands then the requirements are somehow thougher on the pollution requirements. Tell him to contact his lawyer (should be also a private customs representative certified to do this) since it will be faster and easier for him to obtain the INEN certificate and also is a requirement to have a lawyer for the paperwork. You usually provide only the specs of the EPA certificate or other info of the car that can be sent by mail. There are plenty of lawyers that can help here in Ecuador and charge stablished fee. My wife is Ecuadorian and we are living in the UK (I am English). We are trying to find a way of bringing in our 1980 classic campervan when we move to Ecuador in a year's time. I have heard of what you mentioned above, that nationals that want to move back to Ecuador are allowed to bring in a car. However, when my wife rang the embassy was told it isn't possible. To be honest, we are not sure she spoke with any one of knowledge at the embassy and was just fobbed off by a phone clerk. Do you have any more information on nationals returning to Ecuador who are allowed to bring in a vehicle? Is it for only returning nationals from the US? Any help appreciated. |
