is a 1997 (not 1996) transcript of a Field Hearing where a group of politicians gathered to debate. It has NOTHING to do with law, and NO bearing on the actual, legal citizenship status of Puerto Ricans born in Puerto Rico.

Because they've decided to maintain their status and not become a State doesnot undermine their right as US citizens. They remain citizens until such time that they decide to become independent.
