I believe, majority of Filipinos living in the bank of the rivers can help themselves by not going back after the typhoon.
They should squat in the City Halls or Malacanan Palace so the government will relocate them.

All the garbage thrown in these vacant lots, by the roads has caused a serious problem now with large areas unable to drain due to the clogged drainage systems. Photos of the ton of garbage on Quezon Road, EDSA and in front of the Embassy is unfreaking believeable. I mean thousands of tons has to be cleaned up but the disease it will bring from the rats is coming. Already the medical supply company that makes the medicine for leptospirosis "disease from rat urine" was raised 750%. Of course all this is a yearly occurrence but they will never learn.

It's so sad to see my fellow countrymen suffer from those floods. But its also us who contributed from that flood. I hope its not yet too late for us to change. Out of simple things we can prevent those kinds of flood, by properly disposing our waste materials, planting trees and not to cut them. These are lessons when we are in elementary but obviously we have not apply this on our day to day living. Lets also not forget to Pray to our Lord.

The tons of garbage dumped by waves of Manila Bay on Roxas Boulevard can not be blamed on the poor squatter people. Many or most of the small towns and cities have no room for garbage dumps or resources to maintain them They hire contractors to collect the garbage and dispose of and you can bet a lot of the trash is dumped straigt into the Minila Bay by said contractors.Trash not collected along the streets will also clog the drains to the point water can not move.

Just imagine ,in a city of 13 million , how much trash is generated each and every day - this is simply what happens when you build a huge city at sea level in the tropics, then dont provide the services needed by a city of this size.

The root of all the problems is over populations. What used to be rice fields that drains waters are now full of sub divisions and dense housings all covered with concretes and hardly any trees.

That's for sure not enough land fills or incinerating plants. I,m not sure how many incinerating plants or dump sites are in the Davao City area but never in the six years have I ever seen trash or garbage in our rivers here. Garbage collection is mandatory here not by contractors but by City workers even in the squatter areas. I guess we here can blame our cleanliness on our stern Mayor.

If you have ever drove through las pinas on the way to Cavite you can see what the squatters have done to the shoreline and to the river (if thats what it is?). I'm certain youre right about the mass amounts of garbage etc and how there is a poor system in place for disposal...BUT one of the major reasons for the flooding is because of the squatters. This is caused because they block natural and made made floodways, their garbage they throw everywhere clogs the drains. Another wonderful things squatters bring is their dumping of waste waters from bathing, washing clothes and dishes etc into the rivers. There is a very interesting display about the squatters and how they ruin the city at megamall if youre interested. Bottom floor

Well the water seemed to be flowing pretty well - but when you get 1 months rainfall in 48 hours in an area very close to sea level ,some areas below, then you get high tide the water has no-where to go good drainage or not .While i agree that the trash problems slow down the subsidence of flood water they were not the cause of the flooding -nor were the squatters -Thailand recently had the same issues , they also have many squatters and much trash -never heard anyone blame the squatters there for the flooding .Another factor of the floods is poor management of the dams .

Much of manila was rolling country before the developers moved in -now they have flattened the hills and used that fill to reclaim many areas that were below sea level -rising sea levels will see this problem get worse each year.
