Debt Coalition to Arroyo: Suspend China-funded project
The left-leaning Freedom from Debt Coalition has strongly urged President Gloria Macapagal Arroyo to suspend, even on temporary basis, the construction of the $503 million North Luzon Railways while the allegation regarding its $70 million overprice has not been fully addressed.
Coalition vice president Lidy Nacpil said: “The very least and prudent thing to do now is to suspend it in view of the investigation in the Senate and the hanging questions about this project.”
The project was only one of the controversial undertakings financed through multi-million-dollar loans from China.
The 80-kilometer, or 50-mile, railway system will run from Caloocan City, Metro Manila to Clark Field, Pampanga province.
The portion of the project that stretches from Caloocan to Malolos, Bulacan province involves the construction of train stations in Valenzuela, Marilao, Bocaue, Guiguinto and Malolos.
The remaining stretch will extend to the Diosdado Macapagal International Airport in Pampanga.
Nacpil said internal investigations conducted by consumer and advocacy group indicated that there was overpricing in the NorthRail project and its construction will also displace settlers.
Nacpil is also questioning the technical competence of the project’s contractor, China National Machinery and Equipment Corp.

TAIPEI, Taiwan, March 20, 2008 With all eyes on Tibet and its violent anti-China protests this week, Beijing has been trying its hardest to control the world's view of the crisis, affecting journalists and citizens alike. Chinese authorities report that 19 people have been killed. Tibetan exile groups have claimed over a hundred deaths.Since the violence began in Tibet, officials in Beijing imposed strict Internet controls in an effort to regulate the news emerging from Tibet and neighboring provinces. Google News and YouTube, along with Taiwan news sites, were blocked last weekend. Highly trafficked Chinese blogs such as Tian Ya were highly censored as well. Chinese versions of Yahoo and the wildly popular Microsoft MSN ran identical reports from the government run news agency Xinhua. "CCTV has reported [on Tibet]. Xinhua News Agency has also reported it. But Tianya cannot," one user posted on a tourism-themed thread on Tian Ya's public bulletin boards. Liu Yong, 30, an editor who lives in Beijing said he immediately felt the online impact as the Tibet conflict escalated earlier this week. On Sunday and Monday, he noticed that there was markedly less Chinese language coverage on the issue. "I couldn't get onto Yahoo.cn's coverage of the situation in Tibet at first. So I tried to check foreign news outlets such as the [Associated Press]," Liu said. "I had trouble accessing." Peter Wing, a 24-year-old American working in Beijing, also encountered the censorship this week. "I first heard about the riots on CNN while watching TV at home [in Beijing]. They went to a 'Breaking News' segment to cover the story, and the screen went black for about five minutes," Wing said. Wing was also prevented from accessing Reuters articles on the topic. "I have never come across a specific article that has been blocked by China's firewall. Usually, if something is blocked, it's an entire site." Journalists Affected For journalists in China, getting reliable information on Tibet has at times been at the mercy of the Chinese government. Fri Mar 21, 6:07 AM ET HONG KONG - China will shut down or punish dozens of video-sharing Web sites for carrying content deemed pornographic, violent or a threat to national security under rules that tighten Internet controls, a regulator said Friday. The announcement came as Chinese Web surfers were blocked from seeing foreign sites with video about protests in Tibet. The new order did not mention the anti-government demonstrations or China's resulting crackdown. One of China's most popular video-sharing sites, Tudou.com, was among those penalized, the State Administration of Radio, Film and Television said. It gave no details of Tudou's violation or penalty. Other major competitors such as Youku.com and 56.com were not cited. Rules that took effect Jan. 31 ban Chinese sites from distributing online video that involves national secrets, hurts the reputation of China, disrupts social stability or promotes pornography. Web sites are required to delete and report such content. Communist authorities have also tightened controls on Chinese media ahead of this summer's Beijing Olympics in hopes of stopping content that might tarnish a national prestige event. In the recent sweep, regulators ordered 25 Web sites to shut down and will punish 32 others following a two-month investigation, the administration said on its Web site. It gave no details of penalties and phone calls to the office were not answered. The companies knew the penalties were coming, and they do not appear to be connected to efforts to block footage of the protests in Tibet, said Duncan Clark, managing director of BDA China Ltd., a Beijing consulting firm. A Tudou.com vice president, Dan Brody, said the site received a warning. He declined further comment. The industry has grown quickly as a source of news in a country where the government owns all newspapers and broadcasters and enforces the ruling Communist Party's censorship guidelines. Some sites say they get 100 million visitors a day, an audience that rivals that of the biggest state television channels. Chinese regulators see the profit potential for video-sharing and have tried to strike a balance between enforcing censorship and letting fast-growing sites compete for visitors. "It's niche no longer, so the party takes the view that it's mass media, so it has to be subject to the same controls," Clark said. The government announced in December that all video-sharing sites had to be state-owned. But it backed off following warnings that would stifle the industry and said any properly licensed company already operating could continue. Chinese Web surfers have recently been blocked from seeing YouTube after video about the Tibet protests appeared on the popular U.S. site. Foreign Web sites run by news organizations and human rights groups are regularly blocked when they carry sensitive information. The potential for video-sharing sites to embarrass the government was highlighted in December when a sportscaster grabbed the microphone and accused her husband of adultery at a state TV event to announce Olympics coverage plans. A video of the Dec. 28 event appeared on dozens of Web sites in China and abroad. AFP sets up banners against military adventurism

Banners bearing the vision, mission, and functions of the Armed Forces of the Philippines (AFP) now greet military officers and men, and guests, upon entering the main gate of the military’s headquarters at Camp Aguinaldo in Quezon City. The three white, nondescript banners, each one meter long, are placed on the fence of the camp’s parade grounds facing Camp Aguinaldo’s Gate 1. It is a reminder to the officers and men that they are duty-bound to follow the chain-of-command and the present military leadership’s hard-line stance against military adventurism as well as military intervention in political affairs. There is a banner each for the AFP’s mission and vision, culled from the 1987 Constitution. A third banner listed down five functions of the Armed Forces, including upholding the Constitution and assisting the national government in nation building. Philippine president plans to visit disputed Spratly Islands amid furor over joint study

Lawmakers have expressed concern the Philippines has failed to protect its interests in the Spratlys over more aggressive posturing by its neighbors, particularly China. The Philippines, China and Vietnam have signed onto a three-year seismic study, ending in June, aimed at finding out if there are possible oil reserves in the South China Sea. But the agreement also apparently covers areas in Philippine territorial waters, and local media have linked it to Chinese loans for allegedly overpriced projects that witnesses have told the Senate involved kickbacks to officials. The government has refused to make the agreement public and has denied any irregularities. The agreement was signed in 2004 by state-owned Philippine National Oil Corp. and China National Offshore Oil Corp. The Vietnam Oil and Gas Corp. joined in 2005, but three other claimants to the disputed island chain — Taiwan, Malaysia and Brunei — are excluded. The study followed a 2002 agreement between the 10-member Association of Southeast Asian Nations and China aimed at avoiding conflict over the Spratlys. It says that with the agreement of all parties concerned, joint activities may be pursued pending resolution of the dispute.
