I think there will be such a sense of relief in the business community--small and large---that with the uncertainty gone, the hiring will restart. I know during all of Bush's first term and most of his second (until the Pelosi-Reid-Rangel and Dem caused housing collapse) even with post-Clinton tech bubble burst, 9/11 and Iraq, it was a job seeker's market. In 2008, Obama campaigned that he had solutions to the problems. In 2012, all Obama is campaigning with are distorted accusations about Romney. He has nothing else and isn't even touting ObamaCare because it is still so unpopular. Can you imagine if the removal of Medicare Advantage hadn't been pushed back until after the election and all those senior citizens (who unlike the young, DO vote) found out?
