Rigging elections has been around for a long time....corruption buys off both parties and can't lose. To put mercenaries in place is a whole different ball game...more geared towards putting a country into some kind of state of turmoil in order to gain control of resources or finances. More times than not this is typically more a corrupt big business problem where they pull the wool over governments and the people alike, even their own.
