Not really deeper than that. if bush truly didnt approve he could have stalled the issue since he was leaving office soon.

Taxbusters" This is when John Kasich shows up for a front page photo op of him walking out of a business that just got millions in tax breaks and incentives. Great movie script when you invite your business partner to start an enterprise with a $500 million allocation called JobsOhio, when you are claiming the state is broke and teachers need to make sacrifices. As the old adage goes, be careful what you wish for. At least move 20 miles north of Columbus and live on a 10 acre compound with Highway Patrol security, before you start your wish list.
