Here's another chance to combine the 3 separate water districts for a town of 32,000 people and make decisions that are cost effective & sensible. They don't have to build a $7.5M plant to meet DEP requirements if they join their neighbors in the rest of Chelmsford. When are Chelmsford residents going to scream for cost effective government?? WHO is making money off this deal?? We already know who is going to pay for this deal.

Why not just build a wall between North Chelmsford and South? North Chelmsford can just let Lowell take them over fully. As part of the agreement South Chelmsford could offer them a visitor visa. A week every ten years?

unbelievable that the N.Chelms townsfolks are going to let theis project move forward - go to the bank and get a loan as this project is ripe for overruns and costs that no one saw early on... it has potential to be the 'middlesex mini-dig'

I guess you don't like going to Freeman Lake. If Lowell gained possession of it, do you think you'd be allowed in?

BTW, have you looked at your electric bill in the last ten years? See that "Underground Surcharge?" You're being charged 2% of the electric costs every month for burying the utility lines. How's that project going?
