The people of this country aren't "sleeping giants" at all. We're in a deep coma, and only a crisis of epic propotion ever seems to bring us out of the catatonic state briefly and then we fall back into our slumber. The USA operates only "reactively" to threats. It will take a major hit on one or more U.S. city populations to bring about the next groggy "bow wow - woof woof" from the sleeping guard dogs in Congress and then just as with 9/11 they will start wanting to re-write history and crucify their President and Secretary of War, whomever they may unfrotunately be at the time Democrat or Republican, it won' matter. The witch hunts will go on and then everyone else goes back to bed as usual.
