At his first turn as Governor over 30 years ago, good ol' Jerry killed the Sundesert Nuclear facility that was to be built near Blythe California. In 1999 and through about 2001 this lack of baseload power production allowed ENRON to manipulate power production and drive up the cost of energy in the State.
The article states there will be 1,000 MW of power available eventually, that would power 650,000 homes. Why not put 2 or 3KW (10 to 15 solar panels) peak solar PV generation on 650,000 roofs and use the power where it will be generated? This also "builds stuff" and creates jobs.
