It's impossible to stop people from drinking too much at an event. You also can't allow drinking in the parking lot. We're lucky they even allow them to sell alchohol at all. 20 years ago There was no liquor at any V.B. sponsored event.(except where the Jaycees were involved) At every event there is different clientele. The only ones not drinking or smoking pot are the kids. Just check out the crowd at the Brad Paisley concert. Those hicks will suck those kegs dry.
