He was referring to his practice.

Better yet, if a woman on welfare has more than one child, she gets to choose her favorite and we shoot the rest. That way, we save the money it would take to support them, get them adopted, etc. That'll save you at least a nickel in your personal taxes.

Others could be forgiven for suggesting that if she doesn't want to have another child, she might consider taking greater care not to get pregnant in the first place.

Maybe you read through the source more and have more information, but simply based on what you've quoted, it would only be an assumption that he was limiting his response to only case that he knew of through his personal practice.

In fact, given that he is not an OB/GYN, it would be logical for one to conclude that he was referring mostly to cases outside his practice in order to have context and relevance.

It would be similar to the US attorney general offering an opinion on crime stats in a given state or city. He would not have to be personally involved with each crime to make a qualified comment.

I don't need excuses for anything. It's the woman's pregnancy; it's her decision.

Depression is a very real, and often biologically-induced, mental illness. It has nothing to do with abortion.
