This was because there were children arriving in Israel who had spent years in hiding--untaught. Tradition measures that relied on testing what a child knows--in comparison to what some normed group knows at the same age--were useless because the experience had been so different. So--is it true? Big grain of salt on that one. BTW--it looks like the researcher was using the average IQ/nation numbers to see if it could account for differences in wealth of nations. Apparently IQ could account for only one third. While in research terms, that's a pretty big chunk, it still leaves 2/3 of other factors (that determine wealth) unaccounted for.
