1 The reason they where fined so heavy is that there was no one at street level to see or know about the approaching storm. If there was they could have worned the men down in sewer that it was about to flood so they could evacuate and not drown. |

$28,000 seems like a paltry sum to entice this company to become more safety oriented in the future. To me, it seems like a slap on the hand. I think the $106,600 would have been a more appropriate punishment and would have sent a stronger message.
