FEMA again ordered to restart Katrina housing payments

Just where in the Constitution does it say the taxpayers are required to support victims of natural disasters indefinitely?

I'm having difficulty finding that particular amendment.

I can't find the one that says victims of any disaster are entitled to government support of any kind.....

Can someone help me out here???

You can't find it because it doesn't exist. This is nothing but the cycle of politics and media playing off each other.
