dogs are pets or working animals. this is the government's wanting to find out who has what sort of animals--register them, if you will. this way when the police state going full bore and martial law is the norm, the storm-troopers will know who has animals they can seize for whatever purpose serves the almighty state.

same thing happened in germany back in the '30s, BTW...
