In addition to cutting the lobby revenue stream, require public identification, by every lobbyist on a weekly basis, of each and every politician or political staffer they meet with.
Lobbyists should be required to publicly post, on a weekly basis, what topics were discussed with politicians and/or staff.
Additionally, a 'sunshine' law should be enacted requiring all lobbying position papers on proposed or pending legislation be publicly posted for scrutiny at least two weeks prior to any votes on legislation the papers allude to or address.
Far too many bills are crafted by special interest group staffers before finding their way into political hands for submission to the legislative process. In too many cases to list, politicians, when scrutinized after the fact, have fallen back on a flawed defense that they never completely read the bills they sponsored into law.
This loophole should be closed by bringing the process into the "light of day".
