Dr_C, FWIW at this late stage, I see you are warning about amine compounds and not simple chlorine per se. OK, now you have a point, but it still isn't "eco-nuts" liberals etc. behind that, the water departments had technical reasons for going to Cl-NH2, for better or worse.
YouHelpFixIt, you are right about LEDs but they just aren't cost competitive enough yet, when they are we will have wonderful efficient light with few drawbacks AFAIK.
