Among the prominent former government officials now affiliated with AEI are former U.S. ambassador to the U.N. Herman Kahn (February 15, 1922 – July 7, 1983) was one of the preeminent futurists of the latter third of the twentieth century. In the early 1970s he predicted the rise of Japan as a major world power. He was a founder of the Hudson Institute think tank and originally came to prominence as a military strategist and systems theorist while employed at RAND Corporation, USA. He was known for analyzing the likely consequences of nuclear war and recommending ways to improve survivability; a notoriety that made him an inspiration for the title character of Stanley Kubrick's classic black comedy film satire, Dr. Strangelove .

His theories contributed to the development of the nuclear strategy of the United States.

Born in Bayonne, New Jersey, Kahn grew up in a Jewish family in the Bronx, then in Los Angeles following his parents' divorce.[1] He attended the University of California, Los Angeles (UCLA), majoring in physics. During World War II he was stationed by the Army as a telephone linesman in Burma. After World War II, he finished his B.S. at UCLA and embarked on a Ph.D. at Caltech; however, he had to drop out for financial reasons but did receive an M.Sc. Following a brief attempt to work in real estate, he was recruited to RAND by his friend Samuel Cohen, the inventor of the neutron bomb. He became involved with the development of the hydrogen bomb, commuting to the Lawrence Livermore Laboratory in Northern California and working closely with Edward Teller, John von Neumann, Hans Bethe, and mathematician Albert Wohlstetter.

1:56 p.m.| Updated Mitt Romney faulted the Obama administration on Sunday for its policy on Syria in the wake of a brutal crackdown in the city of Houla that killed scores of civilians, saying the president has failed to be assertive enough in confronting the Assad government.

In a statement issued by his campaign, Mr. Romney took issue with Mr. Obama’s support of the peace efforts being led by Kofi Annan, the former secretary general of the United Nations:

“The Assad regime’s massacre of civilians in Haoula — many of them young children — is horrific. After nearly a year and a half of slaughter, it is far past time for the United States to begin to lead and put an end to the Assad regime. President Obama can no longer ignore calls from Congressional leaders in both parties to take more assertive steps. The Annan ‘peace’ plan — which President Obama still supports — has merely granted the Assad regime more time to execute its military onslaught. The United States should work with partners to organize and arm Syrian opposition groups so they can defend themselves. The bloodshed in Haoula makes clear that our goal must be a new Syrian government, one that contributes to peace and stability in the Middle East and that truly represents the brave Syrian people.”

The Syrian government on Sunday denied that it was responsible for the crackdown that began Friday, insisting instead that it was carried out by antigovernment terrorists.

An Obama campaign official fired back on Sunday afternoon at Mr. Romney, saying the Republican challenger hasn’t shown he has the judgment needed to handle a crisis like Syria.

Zinni spent more than 40 years serving his country as a warrior and diplomat, rising from a young lieutenant in Vietnam to four-star general with a reputation for candor.
Now, in a new book about his career, co-written with Tom Clancy, called "Battle Ready," Zinni has handed up a scathing indictment of the Pentagon and its conduct of the war in Iraq.
In the book, Zinni writes: "In the lead up to the Iraq war and its later conduct, I saw at a minimum, true dereliction, negligence and irresponsibility, at worse, lying, incompetence and corruption."
"I think there was dereliction in insufficient forces being put on the ground and fully understanding the military dimensions of the plan. I think there was dereliction in lack of planning," says Zinni. "The president is owed the finest strategic thinking. He is owed the finest operational planning. He is owed the finest tactical execution on the ground.… He got the latter. He didn't get the first two."
Zinni says Iraq was the wrong war at the wrong time - with the wrong strategy. And he was saying it before the U.S. invasion. In the months leading up to the war, while still Middle East envoy, Zinni carried the message to Congress: "This is, in my view, the worst time to take this on. And I don't feel it needs to be done now."
But he wasn't the only former military leader with doubts about the invasion of Iraq. Former General and National Security Advisor Brent Scowcroft, former Centcom Commander Norman Schwarzkopf, former NATO Commander Wesley Clark, and former Army Chief of Staff Eric Shinseki all voiced their reservations.
Zinni believes this was a war the generals didn't want – but it was a war the civilians wanted.

China denounces EU airline carbon law, seeks talks

(Reuters)- China reiterated its opposition on Thursday to a European Union plan to limit airline carbon dioxide emissions and called for talks to resolve the issue a day after its major airlines refused to pay any carbon costs under the new law.

From January 1, all airlines using EU airports have been brought into the EU's Emissions Trading Scheme (ETS), alongside EU utilities and heavy industry.

Any airlines that do not comply face fines of 100 euros ($128) for each tonne of carbon dioxide emitted for which they have not surrendered allowances. In the case of persistent offenders, the EU has the right to ban airlines from its airports.

"China opposes the European Union's unilateral legislation. China has expressed to the EU our deep concern and opposition many times on a bilateral level," Foreign Ministry spokesman Hong Lei said.

"We hope the EU can take careful precautions with a cautious and practical attitude, and regarding those aspects involving China, appropriately discuss and handle this matter," Hong told reporters during a regular briefing.

Republicans have been pressing for more disclosure by Ms. Pelosi for weeks, trying to keep her on the defensive while bolstering their claim that the interrogation techniques were fully disclosed to lawmakers. The issue also has repercussions for the speaker among liberal activists, who want to know why she did not do more to oppose and disclose the methods.
While the new chart shows 40 Congressional interrogation briefings, the details raise questions about the effectiveness of oversight. The legal memorandums released last month showed that Abu Zubaydah had been waterboarded 83 times in August 2002, so any objection from Ms. Pelosi at the first Congressional briefing, on Sept. 4, would have come too late to prevent the use of a method considered by many legal scholars and human rights advocates to be torture.
In addition, the chart shows that the entire Senate and House intelligence committees were briefed on the coercive interrogation methods for the first time only in September 2006. By that time, the C.I.A. methods had been widely reported and publicly debated and the agency had stopped their use.

Douglas Jay Feith served as the Undersecretary of Defense for Policy, the third ranking civilian position at the Pentagon, from July 2001 until his resignation effective August 8, 2005.[1]

Feith, a staunch neo-conservative, previously served on the White House National Security staff under Richard Allen during Ronald Reagan's first term in office. He was dismissed when Judge William Clark replaced Allen. Allegations of improperly handling classified materials were made but Feith was not prosecuted. During Reagan's second term in office, Feith was part of Richard N. Perle's Pentagon team.
