This is the very definition of pandering. With McCain being compared to Bush at every turn, Bush will be doing little things like this until the election. I would expect him to announce a small, but meaningless, troop reduction in Iraq as well.

What does he care? he's already created the worst financial situation that has ever beset this country. Throwing a few more fiat dollars at the problem won't fix anything - I'm sure he has all his money stashed away overseas for use when the implosion of the $ starts up.
