In fact, income taxes in the U.S. really did come about until the 20th century. BTW, I don't mind helping people that do everything in their power to help themselves. Social programs should be a ladder out not a permanent growing and bloated beauracracy. Head start is a good program, many social programs do not break the vicious circle of dependency they help create.

Give every kid a choice using the existing funding. This will help the unlucky ones more than any others because they currently have no choice. Meanwhile Baltimore City is near the top and lags all in performance. How do you propose to fix something that the experts have failed to fix for decades? Why are you afraid of choice for all?
