Every time a discussion about the crime rate is made some poor soul attempts to explain the concept of "per capita" to the poster. I will not try to do this here as the introduction of math into an argument is viewed by some as an attempt to "trick them".
My question is this, can anyone here explain the concept of "per capita" (crime rate, welfare burden, etc.) in such a way that even the most mathematically ignorant person can grasp the subject?
I welcome any serious attempt.

I will agree we need to get rid of all corruption. The problem is most of the corruption gets white washed. When the bush administration was free to commit any crime they wanted, with no oversight at all, it gave the entire investigative community a bad reputation. Now going after a select few does not restore our confidence, rather it looks like more political corruption by those doing the investigation.

Many of them are sell outs. But they can accuse you of hate and have destroyed many hard working men in their beliefs passed by law in an ocean of inequality. At this point, there are not enough black people in private businesses to keep the race afloat by themselves. When you spend trillions of dollars on this issue, you'd think results would come from it. Most of the success is government workers hired while the poverty still exists. This will end. I am sorry to rant this. For there is no more money. God bless those who followed the rules of common sense.

The race card does not work anymore. The black politicians already have equality and civil rights. What most in the Congress do not have is competancy and honesty regardless of race.

This is no surprise. Blacks believe positions of authority and business are inherently corrupt. I think the vast majority of blacks finding themselves in a position of authority think it is their turn ...and are entitled to grab all the graft they can. I think you can attach the growing corruption in major cities to this minority attitude... and the black constituents have no problem re-electing them.
