We should be ensured the money needed after it a catasrtophe. No one is reasponsible for the non-man made occurances but if we have a fund set up no one will suffer the consequences of something that they should not be at fault for or held accountable for.

We must establish a national catastrophic fund. All areas of the nation are at some type of risk of a natural disaster. By amoratizing the risk across the nation, all benefit. Last year Florida had no disasters while they did occur elsewhere; this will always be the case. Actuarial amoratization of risk is the basis for all insurance. It is counter-productive to isolate one area, like Florida, from the rest of the risk pool.

I feel insurance companies are the answer for this, not a federal welfare plan. However if something like this were created, the amount required to put in should be equal to the amount of risk. You mention that Florida had no disasters last year... however Florida does have a disaster approximately every other year. Many places in the US have something that is classified a disaster once every 20 years, and then it is 1/50th the size of that of a major Florida hurricane. People need to stop looking to the government to bail them out and pay their insurance companies for insurance based on the risk of damage. If you live in a place that is as high risk as Florida, MOVE!
I once heard a comic talk about starving people in Ethiopia, and the fact that they should move from the desert as food does not grow there. Along those same lines, people in Florida should move somewhere where their house doesn’t blow away. Its common sense.
