Throwing money at a problem is not the solution. Money allocated for education should be used where it is needed the most, targeting areas that directly impact student performance. This is not in lieu of a state’s responsibility to earmark money in its budget for education. Prior to receiving the money from the federal government, each state needs to show how the money will be spent. Accountability must be established.
